that great agitation has been caused by the arrival at Amoy and

Foochow of Japanese gunboats; that large numbers of Chinese

students in Japan have suddenly returned to this country; that

the Japanese are massing troops on the Shantung Railway and that

the worst may be expected; that the Japanese merchants in the

suburbs are removing their goods to Shameen as they expect war in ten days; and that Chang Hsun has telegraphed to the Chiong Chun

that he hears that Japanese troops are already in the southern

provinces and that not a single inch of territory should be yield-

-ed to them.

On the 1st. instant a short proclamation was issued by the Chiang Chun and the Civil Governor informing the public

that a telegram had been received from the Central Government to the effect that an amicable settlement was anticipated and urging

the people to shew their patriotism, tot by spreading false rumours but by maintaining a quiet and peaceful demeanour; but so fer as I

am aware this is the only official step which has been taken to suppress the aritation.

At a large public meeting held on the 25th. ultimo

it was decided that every effort should be made to further the

sale of native manufactures in preference to manufactures of foreign origin. This, of course, is only a new way of declaring

& boycott of Japanese goods.. Sugestions couched in carefully

chosen language, to which it would be difficult to take exception, vaguely advocating a boycott of all imports of Japanese origin are

constantly appearing in the press. I have the honour to enclose

herewith translations of a few exsuples and a letter on the situation from a native correspondent of a Hongkong paper. There is no doubt that a boycott is being actively and astutely carried

on, but it has not yet reached serious dimensions.

There is no truth in the ruour abroad in the city two days ago that Chinese depositors were withdrawing their money from the Bank of Taiwan, but it would not be surprising if this

were the next step taken.
